  • Primary Function

    Awards and administers services, labor, armed security services and leased equipment subcontracts needed to support Janus’s business units. Actively supports and upholds the Company's stated vision, mission and values.

    Essential Functions

    • Prepares and issues RFP/RFQ for Lowest Price Technically Acceptable or Best Value solicitation documents, subcontract and modifications to ensure that the subcontractor has a complete understanding of the technical and contractual requirements applicable

    • Holds pre-bid and/or pre-award conferences with subcontractor and all technical personnel prior to commencement of work

    • Receives and evaluates proposals and awards subcontract and modifications within his/her delegation of authority

    • Ensures that government funds are expended in a manner that is in the best interest of Janus and the Government and in conformance with prime contract requirements and applicable procedures and regulations

    • Conducts all acquisitions to provide the best value for Janus and the Government

    • Prepares consent packages and advance notifications for ACO approval as required

    • Reviews awarded subcontracts as assigned and provides coordination to ensure that all post award submittals e.g., performance and payment bonds, insurance and required submittals are approved prior to issuance of Notice To Proceed with work

    • Conducts timely and proactive post-award administration of subcontracts which may include travel to site locations for on-site administration including but not limited to monitoring subcontractor’s performance to approved construction schedule; interpretation of FAR and DFAR clauses relative to subcontract changes and performance; coordination with interdepartmental divisions to respond to subcontractor Request For Information; Differing Site Condition Notices, negotiates changes

    • Attends weekly status meetings; attends weekly meeting with the subcontract to monitor current activities and two week look ahead, etc.

    • Maintains complete audit ready files that document all actions and correspondence affecting administration of assigned subcontracts and acquires releases from the subcontractor for final close-out of the subcontract

    • Confers with interdepartmental divisions regarding changes to the scope of work, requirements and specifications

    • Negotiates and performs cost and/or price analysis on all proposed subcontract modifications and/or claims

    Job Requirements

    • Bachelor’s degree from an accredited college and four (4) years of direct subcontract administration experience with a US federal government agency or government contractor OR in lieu of a degree, seven (7) years direct subcontract administration experience with a US federal government agency or government contractor with a demonstrated proficiency in negotiations, commercial law and administration

    • Experienced in the administration of Fixed Price, Time & Material and Cost Reimbursable type contracts

    • Experience with armed security services, labor, leased equipment, life support services, and facilities maintenance

    • Advanced user level of computer systems; Microsoft Office software (Word, PowerPoint, Excel, Outlook), and Internet-based electronic commerce tools

    • Must have excellent negotiation skills, written and verbal communication skills, analytical skills in pricing and price/cost analysis, and Statement of Work review

    • Must also possess the perceptual ability to identify, assimilate and comprehend the critical elements of a situation

    • Must have a working knowledge of subcontracting/purchasing principles and applications, commercial law, and knowledge of federal regulations; FARs, DFARs, and ITAR requirements

    • Ability to gain internal support and to operate independently without supervision

    • Ability to establish working relationships with customers, other companies, technical staff, managers and peers

    • Must act with high ethical values and uphold corporate philosophy and confidentiality

    • Ability to work outside normal work hours including weekends with short notice when dictated by work load

    • Ability to work on multiple pursuits simultaneously

    • Must be able to pass a detailed background investigation

    • Must be able to function effectively in an office environment
