  • Primary Function

    The Director of Business Development will establish and execute government and commercial capture strategies.  Establish partnerships and shape new business opportunities to match with company capabilities and experience.  Actively support and uphold the Company’s stated vision, mission, and values. 

    Essential Functions

    • Responsible for all aspects of opportunity capture, including strategy development, competitive intelligence and assessments, price-to-win, teaming, customer call planning and message development and overseeing proposal operation
    • Lead priority captures within the government and commercial sector using established, proven processes and procedures for identified captures in munitions remediation, environmental remediation, munitions and environmental (M&E), and demining fields
    • Obtain the resources necessary to prosecute the capture plan
    • Coordinate new business pursuits across a broad spectrum of operating elements within the organization
    • Lead development of gap analyses, competitive assessments, discriminators and key win themes, price to win, and overall win strategy/value proposition
    • Serve as the lead architect for external teaming arrangements and team partner roles to include identifying, selecting, and recruiting teammates, subcontractors, and suppliers
    • Staff the core capture team and proposal leaders, and manages the bid and proposal (B&P) budget
    • Ensure proposal delivery and arrange for all feedback and process improvement actions

    Job Requirements

    • Bachelor’s degree in management, engineering or technical discipline, Professional Engineer preferred
    • Advanced degree in technical field of study, M.S. in Engineering preferred
    • Minimum of 15 years of progressively more responsible business development and capture management experience
    • Detailed knowledge of Federal Business Opportunities (FEDBIZOPS), GOVWIN IQ, and NATO Support and Procurement Agency (NSPA) in researching, tracking, identifying and capturing opportunities
    • Must possess full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle
    • Past experience in a Capture Manager role or in a lead capture role on at least 3 winning procurements with individual values in excess of $50M for Department of Defense (DoD) (USACE, NAVFAC, AFCEC), Department of Energy (DOE), or U.S. Environmental Protection Agency (EPA).
    • Proven track record in capturing or working on major programs, including working on industry proposal teams and serving on review teams
    • Recognized and seasoned leader who has a deep understanding of how to effectively develop and manage a team responsible for winning new business programs
    • Demonstrated ability to establish budgets, strategy, teaming, pricing, and prioritization of potential new contracts and task order pursuits
    • Demonstrated successful capture experience to support strategic opportunity pursuits
    • Ability to seek out, identify, and secure non-disclosure and teaming agreements with  potential teaming partners
    • Requires strong coordination, relationship building, and integration skills to achieve proper synergies for effective program capture
    • Ability to gain internal support and to operate independently without supervision
    • Ability to establish working relationships with customers, other companies, technical staff, managers and peers
    • Experience identifying, hiring, and managing personnel for establishing new customer facing offices
    • Previous experience working in mentor role to a small business while successfully improving the protégé’s business development
    • Creative thinking on competitive positioning, win strategy, themes and discriminators
    • Extensive experience evaluating and recommending key teammates and partners, along with determining a teaming strategy to optimize value
    • Demonstrated oral and written communication skills with all levels of company and customer management
    • Strong analytic, presentation, and problem-solving skills
    • Demonstrated ability to manage a complex task and team comprised of personnel who are highly educated and skilled, yet not direct reports
    • Previous direct project management and successful project execution experience
    • Intermediate user level of computer systems and Microsoft Office software (Word, PowerPoint, Excel, Outlook, Access)
