  • Primary Function

    Design and execute a strategy to secure new government contracts for environmental services resulting in overall growth of company environmental capabilities and market share. Establish partnerships and pursue new environmental business opportunities that match company capabilities and experience. Actively support and uphold the Company’s stated vision, mission and values.

    Essential Functions

    • Responsible for all aspects of environmental opportunity capture, including strategy development, competitive intelligence and assessments, price-to-win, teaming, customer call planning and message development and overseeing proposal operations
    • Identify and prioritize environmental opportunities within government and commercial sectors that align with corporate environmental capabilities and strategic plans using established, proven processes and procedures for identified captures
    • Coordinate new business pursuits across a broad spectrum of operating elements within the organization
    • Lead development of gap analyses, competitive assessments, discriminators, and key win themes, price to win, and overall win strategy/value proposition
    • Serve as the lead architect for external teaming arrangements to include identifying, selecting, and recruiting teammates, subcontractors, and suppliers
    • Develop core staff requirements for environmental capture teams and manage overall bid and proposal (B&P) budget
    • Ensure proposal delivery and arranges for all feedback and process improvement actions

    Job Requirements

    • Bachelor’s degree in engineering or technical discipline, Professional Engineer preferred
    • Advanced degree in technical field of study, M.S. in Engineering preferred
    • Minimum of fifteen (15) years of progressively more responsible capture management experience
    • Proven record managing environmental projects
    • Must possess full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle
    • Past experience in a Capture Manager role or in a lead capture role on at least three (3) winning procurements with individual values in excess of $50M for Department of Defense (DoD) (USACE, NAVFAC, AFCEC), Department of Energy (DOE), or U.S. Environmental Protection Agency (EPA)
    • Proven track record in capturing or managing government environmental programs including working on proposal teams and serving on review teams
    • Recognized environmental program leader with past experience developing and managing a team responsible for winning new environmental business
    • Demonstrated ability to establish budgets, strategy, teaming, pricing, and prioritization of potential new contracts and task order pursuits
    • Demonstrated successful environmental experience to support strategic opportunity pursuits
    • Ability to seek out, identify, and secure small business teaming agreements that focus on environmental projects
    • Ability to gain internal support and to operate independently without supervision
    • Ability to establish working relationships with customers, other companies, technical staff, managers, and peers
    • Experience identifying, hiring, and managing environmental personnel for establishing new customer facing office
    • Previous experience working in mentor role to an environmental small business while successfully improving the protégé’s business development
    • Extensive experience evaluating and recommending key teammates and partners, along with determining a teaming strategy to optimize value
    • Demonstrated oral and written communication skills with all levels of company and customer management
    • Demonstrated ability to manage a complex task and team comprised of personnel who are highly educated and skilled, yet not direct reports
    • Previous direct project management and successful project execution experience
    • Intermediate user level of computer systems and Microsoft Office software (Word, PowerPoint, Excel, Outlook, Access)
    • Excellent interpersonal and communication skills
    • Excellent organization skills
    • Proven ability to work both collaboratively and autonomously 
    • Strong initiative
    • Ability to work under pressure and meet tight deadlines
    • Possess Shipley Capture Management certifications preferred
    • Current DOD security clearance
    • Experience working OCONUS in environmental operations
    • Must be able to pass a detailed background investigation
    • Must be able to function effectively in an office environment
